The short explanation of this alert was:

On October 25, the Senate Committee on Agriculture, Nutrition, and Forestry approved the Farm Bill, a piece of legislation that, among other things, begins to reverse years of shrinking food stamp benefits and increases spending for emergency food. Soon, the full Senate will debate this bill, considering amendments that would provide additional funding for the Food Stamp program and The Emergency Food Assistance Program (TEFAP) which stocks food banks. In 2005, 35.1 million people lived in households that face a constant struggle with hunger -- a number that has been growing since 1999.
