The short explanation of this alert was:

On October 18, the US House failed to reach the necessary two-thirds majority vote to override the president's veto of the reauthorization of the State Children's Health Insurance Program (SCHIP). However, the advocacy of millions of Americans who support this legislation has not gone unnoticed. In fact, a majority of House members backed the SCHIP proposal -- falling only 12 votes shy of the two-thirds majority needed. Since the vote, leaders in the House have reiterated their commitment to passing a bill this year that covers 10 million children.
