Soon, the Missouri Senate will debate the so-called Fair Tax Act (HJR 36), legislation that would eliminate Missouri's corporate and individual income taxes and replace them with a greatly expanded sales tax. If this proposal is enacted, the sales tax in Missouri would increase from 3 percent (where it is now) to at least 5 percent. It could even reach a level as high as 9 percent. Further, the elimination of the corporate and individual income taxes will significantly reduce revenue for vital state services. As a way to make up for some of those losses, HJR 36 would expand the sales tax base to include services including medical care, nursing homes, child care and tuition, transportation, housing and utilities. Not only would this regressive tax place the largest burden on the neediest of Missouri's citizens, it would also put Missouri at risk for significant state revenue losses that would result in cuts to already underfunded state services.
