Soon, Congress will debate their fiscal year 2010 budget resolution, a blueprint for what they plan to spend in the coming fiscal year. When they do so, they will make critical decisions about spending priorities that will affect their ability to -- among other things -- enact meaningful health reform. In his budget proposal, President Obama included $630 billion over the next 10 years for health reform. But, without a commitment from Congress to build upon the president's down payment, health reform will not happen this year.
