The short explanation of this alert was:
Soon, the US House of Representatives will vote on the Matthew Shepard Local Law Enforcement Hate Crimes Prevention Act (HR 1913), legislation that would extend hate crimes protections to those victimized because of their sexual orientation, gender, gender identity or disability. Current federal hate crimes law applies only to those victimized because of their religion, race, national origin, or ethnicity. In addition, the current law also requires that a victim was targeted because he or she was participating in a federally protected activity, such as voting. HR 1913 would remove this overly burdensome obstacle to federal prosecution and allow the federal government to assist when local law enforcement is either unable or unwilling investigate and prosecute.
