On September 9, 2009, President Barack Obama urged a Joint Session of Congress to pass meaningful health reform this year. His address -- timed to correspond with Congress' return to Washington, DC -- marked a critical point in the health care debate. To date, four of the five committees asked to draft health reform legislation have passed proposals, and the fifth has announced its intention to move forward with its own. While there is agreement on approximately 80 percent of what is being proposed, a few key sticking points remain -- including whether or not a public health insurance option is included. Despite these disagreements, leaders in Congress and members of the administration continue to express their resolve to enact health reform legislation this year.
