In sub-Saharan Africa, for example, women make up 60% of people living with HIV/AIDS, and young women between the ages of 15 and 24 are three times as likely as their male peers to be infected. The Protection Against Transmission of HIV for Women and Youth (PATHWAY) Act, HR 1713, would remove the mandate that requires that 1/3 of all international HIV prevention funding be spent on abstinence-until-marriage programs. This critical legislation would ensure that HIV prevention programs are based on scientific evidence, public health practice, and human rights concerns -- not ideology. Further, the PATHWAY Act would allow countries receiving US money for HIV/AIDS prevention the flexibility to adequately address the unique needs of women and girls.
