In 1973, Roe v. Wade legalized abortion for women across the country. For the next three years virtually every woman could afford to access abortion services because federal and state Medicaid funding covered the procedure just as it did every other medical procedure. In 1976, Roe saw its first attack: the Hyde Amendment. This amendment successfully restricted access to abortion by prohibiting Medicaid from paying for abortion services. The only exceptions are in cases of rape, incest, and danger to the life of the woman. Hyde-like restrictions create a dual standard where "the right to choose" exists only for those who can afford it. The cost of a first-trimester abortion can be more than one-third of what a poverty-level family lives on in a month. Women have to postpone paying for other basic needs -- food, rent, heating, and utilities -- in order to afford to exercise their right to choose abortion.
