The short explanation of this alert was:

2008 marked the 20th anniversary of World AIDS Day. While treatments for HIV and AIDS have improved over time, there are still millions of new infections each year. As a global community we are not doing enough to prevent the spread of this devastating disease. The new administration, working with Congress, can implement several key components of a strong, evidence-based HIV prevention strategy that that would strengthen existing policy.
